I notice the same behavior in Dolphin Emulator when I hold tab to remove speed limit. It still happens even when lowering clouds, anti-aliasing, turning of SSAO, and even reducing tree and grass range. In some bad cases, even less demanding maps such as Ruhr and Battle of the Rhine make the CPU throttle but not as drastically, which I used to never have frame drops in even lag. It will suddenly stutter from 60fps to single digits. Doesn't matter if it's the default or Mat's drivers. In these demanding maps, the CPU gradually throttles even though sustained CPU temperature is 70 degrees Celsius according to Intel XTU and says there is no thermal throttling (neither VRM nor the board itself).

Now in demanding War Thunder maps at movie settings like Mozdok, Road to Grozny, Norway, and France 1944, which I used to maintain 50-60fps even during larger air battles, I get stuttering regardless of my driver selection. I mostly play War Thunder (Air RB maps, DX11, movie settings), Kirby's Return to Dream Land in Dolphin Emulator (5x native, anti-aliasing off, Vulkan renderer), and Cold Waters (DX9, 1920x1200 high settings, anti-aliasing off). I usually only play games that are not as demanding as the latest PC titles at nearly-maxed out settings. I used to sustain high CPU frequencies for multiple hours even in demanding areas. Starting in May 2019, my late 2018 i9/Vega 20 MBP began throttling in games.
